The Strategic Learning & Performance Discovery Framework (SLPDF) is the strategic discovery foundation of the EMH Learning Transformation Architecture (ELTA). SLPDF examines the relationship between an organizations' mission, strategic priorities, performance requirements, workforce capabilities, and learning needs to determine what must change, improve, or be developed to achieve organizational outcomes.
Once mission and performance requirements have been identified, SLPDF can activate three specialized Mission Architecture Extensions.
The Mission Decomposition Map (MDM) structures complex organizational missions into a clear hierarchy of strategic outcomes, operational functions, capabilities, performance requirements, and learning implications. MDM provides the foundation for understanding how mission priorities translate into the capabilities and performance needed to achieve them.

What does the mission consist of, and what must the organization be capable of doing to accomplish it?
The Mission-Aligned Theme Layer (MATL) translates mission priorities into the recurring themes, professional identity, behaviors, and experiences that shape the learner journey. Rather than treating mission alignment as a single point of reference, MATL creates a thematic layer that reinforces the organization's mission, values, strategic priorities, and desired professional behaviors through out the curriculum.

The Mission Alignment & Learning Traceability Framework (MALTF) establishes a systematic connection between organizational mission requirements and the learning solution. MALTF traces mission priorities through strategic outcomes, competencies, learning objectives, instructional experiences, and assessments, creating an auditable line of sight between mission intent and learning evidence.
